Consulting Services for the Development of a Data Base M&E System for the support of the Rwanda Local Development Support Fund II
Detailed description of project:
The overall objective of this contract amendment is to guarantee further technical assistance during the first years of operation of the M&E information system development by the Consultant under the original contract and finally approved in mid-2016. The contract amendment aims to achieve four specific objectives: (i) Extension of the warranty period and help desk functionality of additionally 12 months (total 18 months with 6 months already available under original contract). (ii) Development of already defined “add-ons” that have been defined by LODA during the development period. (iii) Ensuring the availability of programming resources and other support for a limited input upon the end of the extended warranty period. (iv) Provision of training for (future) MEIS System Administrators within the premises of AHT during a limited period to ensure the smooth operation and system administration.
Type of services provided:
- Helpdesk for the MEIS on second and third level;
- Implementation of “Awareness and Altert Module” to notify the user by e-mail when preconditions for special events are meet;
- “Dynamic Labels” (Administrator Settings to allow the dynamic definition of UI labels);
- Implementation to monitor the District Procurement Plans;
- Implementation to track the communication history on contract Issues;
- Implementation of the Technical Monitoring Overview Template;
- Update the GIS module to track infrastructures;
- Adding a Document Management System to upload documents to different contexts (e.g. contracts, invoices, projects);
- Extension of the Citizen Complaint Module from district level to sector level.
