Participatory and Integrated Land Use Planning (PILUP II)

Detailed description of project:

Ethiopia is undergoing unregulated expansion of settlement area with increasing competition for land between various stakeholders. This project aims to develop integrated land use plans in five selected development zones in accordance with international human rights standards. The focus is on providing a framework for integrated land use planning at national and regional level while ensuring the participation of opportunities of disadvantaged groups (women, other vulnerable groups). The consortium will be responsible for implementing output 2 and 3 of the GIZ PILUP program.

Project Objective: The institutional and regulatory framework for integrated land use planning at national level and in selected regions has been improved in line with international human rights standards.

Output 1: The regulatory capacities of national and regional authorities for integrated land use planning in line with international human rights standards have been strengthened.

Output 2: The capacities of public authorities and other stakeholders to apply planning procedures in line with international human rights standards have been strengthened.

Output 3: The training and further education opportunities for professionals in integrated land use planning at various professional levels have been improved.

Type of services provided:

  • Training of the staff of the new ILUP institution and the regions on ILUP principles & procedures;
  • Awareness-raising activities for creating regional ILUP steering bodies and preparing for the ILUP process;
  • Establishment of a representative and human rights-compliant participation mechanism for the local population, private sector, and civil society incl. special provisions for vulnerable and underrepresented interest groups;
  • Support to local/regional authorities in the establishment of bodies to review compliance of development projects with integrated spatial plans;
  • Education and training for staff in regional authorities on ILUP methodology, data management, GIS, analysis of (spatial) data and creation of thematic maps, and training of other participants on participation mechanisms;
  • Development of a new university curriculum with a partner university and new modules on ILUP for and with selected vocational training institutes;
  • Design and implementation of specific short-term training for employees of the state administration and private companies and organizations, using e-learning.
