Lake Chad Basin Sustainable Water Management II Component 2: Management Information System
Detailed description of project:
The Lake Chad Basin Commission (LCBC) was established in 1964 by the four riparian countries, Niger, Nigeria, Cameroon and Chad. The Central African Republic joined the LCBC in 1998 and Libya in 2009. The Commission pursues the following three objectives: a) to increase regional cooperation among the members; b) to mediate conflicts arising between members over border violations and disputes; and c) to protect the transboundary water resources of Lake Chad Basin for the benefit of all riparians.
AHT already implemented the preceding LCBC institutional and capacity development project from 2005 to 2011 with a focus on knowledge management. The current component had the objective to improve the management of information systems at LCBC.
Type of services provided:
- Design of a simple and robust information and monitoring system and a regional database for observing the state of the Lake Chad Basin;
- Conceptual and technical integration of LCBC’s database systems in order to provide various data including geographical data;
- Integration of missing regional data (climate, vegetation, land use, irrigation, hydraulic infrastructure, hydrogeology, population, socio-economics, gender);
- Facilitate the consultations on the information and monitoring system and its approval by the official bodies of LCBC;
- Revision of the data exchange protocol (clarify the roles of the Secretariat and of the member states’ focal structures) and reactivate the exchange;
- Conception and elaboration of a first biannual report on the ecosystem of the Lake Chad Basin on the basis of data from the regional database;
- Conception and support of the elaboration of the annual monitoring report including the water balance for the past hydrological year;
- Elaboration of options for transboundary water resources management.
