Indonesia (PLN) and Germany (KfW) work together on the planning and development of the Nua Hydropower Project on Seram Island in Maluku Province. The NUA HPP is planned as a run-of-river hydropower plant with a tentative capacity of 2 x 5.3 MW.
Tractebel (Germany) has been contracted for Consultancy Services for the Update of Existing Feasibility Study for Nua HPP, Indonesia. KfW, PLN and Tractebel as Consultant have agreed that a full ESIA according to applicable international standards shall be conducted by the Consultant.
In the updated ToR on the ESIA the following products are listed to be the result of the consultancy:
• A Stakeholder Engagement Plan (SEP), including a grievance redress mechanism;
• An Environmental and Social Impact Assessment (ESIA) and ESIA Report according to KfW’s Sustainability Guidelines and other applicable regulations and guidelines;
• An Indigenous People-Community Development Plan (IP-CDP) that also addresses economic displacement and acquisition of land access;
• An Environmental and Social Management Plan (ESMP).
The SEP, IP-CDP and ESMP are standalone but inter-linked documents, and part of the overall ESIA process and report.
The ESIA is developed in close cooperation between the Socio-Economic Consultant from AHT (preparing the Social Impact Assessment as subcontractor of Tractebel) and the Environmental Consultant from Tractebel (preparing the Environmental Impact Assessment). The latter is in charge of the overall ESIA process and compiling the overall ESIA document.
The Social Impact Assessment (SIA) includes the processes of analysing, monitoring and managing the intended and unintended social consequences, both positive and negative, of planned interventions and any social change processes invoked by those interventions.
The following activities are involved:
a) Description and analysis of policy, legal, administrative and institutional framework for ESIA implementation in general and specific SIA components in particular;
b) Determining the Project footprint area / Area of Influence;
c) Target Group & Project Affected People Analysis;
d) Social baseline surveys (desktop work as well as field work) and baseline evaluation;
e) Assessment of potential social impacts;
f) Development of mitigation measures.
