Establishment of Leadership Development Programmes (LDPs) for the Holding Company for Water and Wastewater (HCWW)

Detailed description of project:

The objective of the project is to qualify future middle management leaders of the HCWW in operation & maintenance (O&M) of wastewater treatment plants, selected technologies and efficient project management. Furthermore, a roadmap for financial reforms shall be defined and the financial performance of the affiliated companies improved.

Component 1: O&M of WWTPs

  • Assessment of the current status of the WWTPs;
  • Selection of staff for capacity building and identification of master trainers;
  • On-the-job training in O&M at the WWTPs, preparation of standard operation and maintenance procedures for pilot plants;
  • Off-the-job training in O&M related topics.

Component 2: Project Management for Infrastructure Investments

  • Review of existing framework and gap analysis;
  • Selection of staff for capacity building and identification of master trainers;
  • On-the-job training in project management tools, procedures and processes;
  • Establishment of a web-based project performance monitoring system.

Component 3: Financial Sustainable Reform

  • Audit of HCWW’s selected affiliated companies;
  • Assessment of strengths and weaknesses and definition of a financial reforms roadmap;
  • Development of a financial model and financial gap strategy;
  • Organisation of study tours to neighbouring countries;
  • Implementation of public awareness activities.

Type of services provided:

Component 1:

  • Selection of WWTPs and affiliated water companies / utilities to participate in the programme;
  • Technical and institutional assessment of selected WWTPs in five Governorates (Qalyubia, Beni Suaf, Sohag, Canal Governorates Company Ismailia, Sharkia);
  • Selection of trainees, conduct Training Needs Assessment for selected trainees and develop training plan for the agreed treatment technologies;
  • Development of training materials and implementation of on-the-job and classroom training in O&M procedures, sludge management, treated wastewater reuse/technologies and disposal routes, and process control for plant managers and operators of all treatment sections in different WWTP processes (activated sludge, trickling filter, RBC, lagoons, oxidation ditch);
  • Preparation of Model SOPs and O&M Manuals for the selected WWTPs.

Component 2:

  • Gap analysis in the HCWW Project Management Department in line with PMBOK (PMI Institute);
  • Selection of trainees;
  • On-the-job training in project management tools, procedures and processes;
  • Training in procurement management;
  • On-the-job training in operational efficiency;
  • Preparation of a performance monitoring system for monitoring the progress and deliverables of all components including training outcomes;
  • Definition of key performance indicators to be used in the log-frame approach;
  • Development of a public awareness plan for the programme, Support public awareness activities, Preparation of website, newsletter, brochures, hand-outs, leaflets, press releases for media campaigns/visibility of the project;
