Project Implementation Manager (PIM) for the Irrigation Sector Reform and Centralised Irrigation Systems Rehabilitation Activities
Detailed description of project:
The “Transition to High-Value Agriculture (THVA) Project” has the following objectives:
- Rehabilitation of up to 11 irrigation systems covering a command area of up to approximately 15,500 hectares (Centralised Irrigation System Rehabilitation Activity);
- Provision of technical assistance and capacity building to support legal transfer of management and operation of MCC-rehabilitated systems from government to water user associations (WUAs);
- Improvement of water resource management including the establishment of a modern water rights system and a legal and institutional framework for private and/or donor investment in the irrigation sector (Irrigation Sector Reform Activity);
- Provision of technical assistance to support high-value agriculture-related investments by farmers and rural entrepreneurs (Access to Agricultural Finance Activity); and
- Provision of market development support and training to help producers and agribusinesses improve their access to high-value agriculture markets and support the transition to high-value agriculture at the production and post-harvest level, including promotion of sustainable agricultural practices (Growing High-Value Agriculture Sales Activity).
Type of services provided:
The PIM Consultant served as the project manager (and technical representative for MCA Moldova) for the irrigation activities. The PIM Consultant provided technical support and oversight services to MCA Moldova to ensure that the Centralised Irrigation System Rehabilitation Activity and the Irrigation Sector Reform Activity were fully integrated and that the related targets and results were on track to be achieved in a timely manner. Activities included:
- Development and maintenance of work plans;
- Development and maintenance of a risk management tool;
- Development and maintenance of a project website;
- Monitoring and supervision of consultants and contractors;
- Review of all irrigation activity deliverables by the consultants and contractors;
- Procurement of necessary permits, technical expertise and documentation;
- Provision of technical support for procurement activities;
- Liaison and interaction with all actors in the THVA Project and related fields.
