Component 1 of the EU intervention -National Policy Framework for Water Governance and Integrated Water Resources Management and Supply aims at contributing to further development of a national water resources management strategy by enhancing legal, institutional, organizational and financial frameworks and regulatory instruments. The main national partner is the Ministry of Agriculture and Water Resources of the Republic of Uzbekistan. Thereby, capacity building addressed to policy makers on national and basin levels is complementing the efforts to build up the Uzbek water governance. This part is elaborated together with the Academy for Public Administration under the President of Uzbekistan (APA). The Academy under the President of Uzbekistan is the single, main higher educational establishment in the system of training, in-service training and advance training of civil servants and local government officials.
The aim of the consultancy services is to support the efforts of capacity building of future policy makers on national, regional and executive level by developing training modules on sustainable water resources management to be integrated in the Masters programme in Public Administration (MPA) of the APA. Additionally, material for a training-of-trainers course will be prepared so that Academy’s staff can apply the IWRM training modules.
