Consulting engineering services for the Irrigated Public Perimeters modernization in the block 6 of the Lower Valley of the Medjerda

Detailed description of project:

The Irrigated Public Perimeters (IPP) of the Lower Valley of the Medjerda (LVM), developed about sixty years ago, are to be modernized to optimize the use of water resources. A development program for IPP has been conducted during the 2000s, and in 2018 a master plan was conducted that initiated a new program. This new program "Implementation of the Laaroussia Master Plan (GIRE)" aims to modernize the remaining irrigation blocks. Block 6, consisting of 5 IPPs and covering an area of approximately 4,420 ha, is a priority. The consulting services are intended to accompany the modernization of Block 6 to overcome the current constraints of accessibility to distributed water and insufficient pressure for the efficient use of irrigation equipment (sprinkler and drip).

The main activities of the project are:

  • The planning of the pipe networks and all the necessary hydraulic infrastructures. For this purpose, an analysis of the land ownership and a preliminary planning of the construction sites will be undertaken.
  • The Preliminary Design (APS), the Environmental and Social Impact Assessment (ESIA), the Environmental and Social Management Plan (ESMP), a land framework containing a plot plan and a list of the characteristics of the plots, and finally the Detailed Design (APD).
  • The Consultant will also elaborate and describe the necessary accompanying measures for the implementation of the project included in the subsequent phases.

Type of services provided:

  • Analysis of the existing documents (particularly the master plan of the scheduled works in the LVM) and of the current situation of the project area from the technical (hydraulic and hydrological), social, environmental, and socio-economic points of view;
  • Proposal of activities and accompanying measures for the subsequent implementation of the project;
  • Information and public awareness raising;
  • Gender analysis to outline the potential for the promotion of women by the Project. The potential concept will be further developed in a subsequent study;
  • Planning and preliminary cost estimation of the proposed works for all options and preparation of the APS study;
  • Realization of the environmental and social studies including a land survey with listing and plan of the parcels for each option;
  • Elaboration of the boundary plans with the participation of the farmers;
  • Obtaining the written agreement of the parcels’ owners concerned by the project for the partial or permanent provision of a part of their land for the project in exchange for compensation;
  • Presentation of the results of phases 1 (APS) and 2 (ESIA) to the stakeholders during a workshop;
  • Preparation of the APD study for the option selected at the end of phases 1 and 2;
  • Preparation and submission of reports for CRDA and KfW to approve.
