The project "Agricultural and Rural Development Around Hill Lakes" (DARAL) is part of the "Integrated Water Resources Management Programme (IWRM) within the framework of the Development of Rural Regions". It aims to improve the living conditions of the target population in the Centre-West region of Tunisia (Governorates of Kasserine, Kairouan and Sidi Bouzid) in a sustainable manner. The specific objectives of the project are i) improved management of water and soil resources regarding exploitation and protection (local governance of resources); ii) improvement of the viable and sustainable income generating potential of each area (development of the local economy); iii) improvement of the living conditions of the population (improved accessibility to the area, improvement in basic infrastructure).
This is done through the implementation of investment and training measures on six pilot sites located either around the hill lakes or in the flood water spreading areas. These measures are defined in Local Development Plans (LDPs) resulting from participatory planning during the project (also carried out by the Consultant through a parallel contract, covering the Accompanying Measures / phases 1, 2 and 5 of the project).
Potential investment measures include water and soil conservation works (e.g. reforestation); development or rehabilitation works of hill lakes or other hydraulic works (e.g. raising); actions aiming at a better management of these works and resources (water and soil) for a better valorisation of the retained water (e.g. installation of water pumps). Additional measures are foreseen for socio-economic development in the community (e.g. rural roads); as well as rehabilitation and improvement of social infrastructure (e.g. schools, health centres); as well as Income Generating Activities (IGA).
The present Engineering Component covers technical assistance (TA) to support the Project Management Unit (PMU) to ensure the implementation and management of the project. More specifically, this includes TA in phases 3 (procurement) and 4 (works supervision).
Phase 3: Procurement:
- Preparation of the detailed design and tender documents for larger-scale infrastructure;
- Support to the PMU in the process of pre-qualification of companies, assistance during the tender phase, evaluation of bids, contract negotiations.
Phase 4: Construction / rehabilitation of infrastructure and other measures identified in the LDPs:
- Supervision and monitoring of the execution of the works.
- Financial management, including disposition fund;
- Monitoring and evaluation;
