Integrated Regional Land Use Planning for Kavango

Detailed description of project:

Access to land is one of the most pressing socio-economic issues in today’s Namibia. This is becoming more pertinent by increasing development pressure and related competition over the use of land and available resources, especially in the denser populated northern parts of the country.

The Ministry of Lands and Resettlement (MLR), with support from KfW, has initiated a process for Integrated Regional Land Use Planning aiming at the gradual coverage of all 13 regions of the country. Integrated Land Use Planning is understood as a sector-overlapping and highly integrative decision-making process that facilitates the allocation of land to the development uses with the greatest sustainable benefits. Appropriate planning procedures and tools have already been developed and tested in two southern regions (Karas and Hardap).

This contract covers the integrated regional land use planning for Kavango.

Type of services provided:

  • Facilitation of various planning workshops for participatory land use planning (PLUP) at national and regional level (using participatory planning tools like visioning, sketch mapping, SWOT, prioritization exercise);
  • Stakeholder analysis including stakeholder mapping and identification of cooperation potentials;
  • Facilitation of focus group discussions with regional and local key stakeholders from different sectors;
  • Identification of key issues for land use planning (critical and promising areas);
  • Preparation of sub-regional and local land use plans for selected critical and promising areas by means of participatory planning;
  • Facilitation of a regional planning workshop with major regional stakeholders in order to formulate a development vision for the region;
  • Compilation of a draft Integrated Regional Land Use Plan (IRLUP) for Kavango;
  • Presentation and communication of the draft IRLUP to major stakeholder and the public;
  • Preparation of final IRLUP for Kavango.
