Smallholder irrigation – Strengthening of irrigated agriculture (IPRO-REAGIR) Components Pays Dogon and Koulikoro

Detailed description of project:

The Project provided support to the National Program for Smallholder Irrigation (PNIP) and included the development of the irrigable agricultural potential in the Pays Dogon and Koulikoro, with an antenna in Ouéléssébougou. The objective of the project was to increase agricultural production and to ensure better access to markets to help improve food security and job creation in Mali.

Due to the fragile security situation in the intervention area (Mopti region), a remote management and monitoring system was set up: the project was managed by the Bamako-based coordination unit (international and national co-management).

During the project, the following activities and products are planned:

  • Construction of 13 irrigated schemes on about 1,100 ha;
  • Rehabilitation of 12 irrigated schemes on about 235 ha;
  • Construction / rehabilitation of 70 km of access roads to villages;
  • Construction of 8 new storage facilities of 30 t / store;
  • Construction of protection infrastructure for the irrigated schemes and the environment, including the implementation of anti-erosion measures, such as water-spreading weirs, thin lines of stones laid across the fields and reforestation on 250 ha;
  • Mobilization and support to the population, including farmers' organizations, in all the phases of implementation and for the exploitation of these infrastructures;
  • Development of thematic maps with impact data on the GIS basis.

The project followed the co-management approach of all measures and activities. The Implementation Units were managed by a National Coordinator and an International Coordinator.

Type of services provided:

Technical support for the implementation of irrigation schemes:

  • Mobilization and organization of the beneficiaries;
  • Planning of investment measures;
  • Selection of engineering firms for the detailed design, preparation of tender documents for execution of works;
  • Selecting of firms for execution of works;
  • Contract award, construction supervision and reception of works;
  • Organization of beneficiaries’ contribution (technical and financial contribution as non-qualified labour force);
  • Management of the disposition fund.


Technical assistance for accompanying measures:

  • Training of farmers in relevant fields (agronomics, technical processes, conservation, value chains, processing, nutrition);
  • Support to the structuring, capacity building and functioning of farmer organizations (cooperative societies and dam management committees);
  • Training of village officials of dam construction sites;
  • Development of rules / operating agreements for new lands;
  • Organization of exchange visits of producers in Burkina Faso;
  • Specific studies (eg. on the profitability of motorpumps).


Other activities:

  • Development of the system of monitoring and evaluation of the progress of activities;
  • Progress reporting;
  • Visibility, information and communication activities.
