Ethiopia - National Spatial Planning Expert (m/f/d)

The "Participatory and Integrated Land Use Planning - II (PILUP-II)" will improve the institutional and regulatory framework for integrated land use planning at national level and in selected regions in line with international and ham rights standards.
Specific tasks of the consultant will be:

  1. Capacity building of national and regional government staff in integrated land use planning (prepare guidelines, a manual for data management);
  2. Implement PILUP on two locations with regional authorities and local stakeholders, where there is competition for land (urban, commercial areas, agriculture, or nature);
  3. Advise universities and vocational training centres on developing and offering curricula and training courses for ILUP;
  4. Coordination with GIZ and relevant national institutions and stakeholders.

The FOA Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests are to be taken as guideline. Participation and interests of women and vulnerable groups need to be specifically addressed.

Job description :

Key responsibilities of the National Spatial Planning Expert (m/f/d) will be:

  • Determine in collaboration with the national ILUP agency the detailed steps of the ILUP processes in pilot areas;
  • Coordinate with the GIS Expert and partner institutions to ensure the availability of all information necessary to conduct ILUP;
  • Organise small surveys, focus groups or other appropriate methods for ensuring participation of all relevant groups, including vulnerable and typically under-represented groups and women;
  • In collaboration with other experts ensure the integration of the technical and participatory aspects of the ILUP processes;
  • Ensure that human rights aspects are integrated into the ILUP process;
  • Facilitate the start of the ILUP process and assist the relevant persons/institutions leading the ILUP process in facilitating;
  • Train or organise training for main actors and especially under-privileged groups to effectively participate in negotiations within the ILUP processes;
  • Training of government staff at regional level on ILUP methodology, data management, GIS, creation, and analysis of spatial data for different sectors;
  • Assist regional authorities in designating a regulatory body for ILUP compliance/conformity testing of individual development proposals;
  • Capacity development for staff in the ILUP regulatory review (compliance testing) body;
  • Contribute to the preparation of the ToR for and operational (non-financial) monitoring of up to six local subsidies awarded to partners for work packages related to ILUP under the guidance of the International Team Leader (m/f/d).

Detailed Requirements :

University degree (MSc) in spatial planning geography, or similar

Country / Regional Experience:

English, and Amharic and/or Oromo

Expertise / Profile:

  • Considerable experience in spatial planning;
  • Several years of experience and participatory land use planning;
  • Some years management / leadership experience in a project or a company;
  • Experience working for international development cooperation and advantage.
