Chief Technical Advisor (m/f/d) - Biodiversity Management and Conservation Planning Expert

The “Forest and Biodiversity Management in the Himalaya” programme supports the Government of Nagaland in the effective and sustainable management of Community Conserved Areas (CCAs) in selected landscapes in Nagaland for improved connectivity and conservation of biodiversity, while supporting forest dependent communities in their livelihoods.

The programme objectives are:

  • Adaptive conservation planning at the village, CCA and landscape level is strengthened
  • Effective biodiversity management in the selected landscapes by community-based institutions according to the plans developed
  • Improved livelihoods and income opportunities of the communities in the targeted areas are based on conservation principles
  • Capacity in biodiversity conservation of the different stakeholders is strengthened

The programme emphasises the following aspects:

  • A landscape approach whereby existing CCAs are grouped together and/or new CCAs are incorporated to form clusters of CCAs with the purpose of counteracting habitat loss and fragmentation and thereby fostering enhanced conservation outcomes
  • Cost efficiency and long-term sustainability of interventions, including through convergence with related policies and programmes
  • The establishment of conservation funds to support management and livelihoods activities in and around CCAs
  • Capacity development for the NSBB, the Nagaland CCA forum, and other stakeholder groups. Indian technical institutions will be involved as training providers and to support the development of CCA management plans

The Consultant’s team will comprise in addition to the long-term Chief Technical Advisor (m/f/d) (CTA), one long-term assistant CTA and various other long- and short-term advisors and consultants.

  • General management and oversight of programme results and measures in accordance with the approved log frame and time schedules
  • Support the Programme Execution Agency (PEA) and two Programme Implementation Agencies (PIA) in programme implementation including financial management, procurements, operational planning, preparation of ToRs for special studies and its supervision, preparation of decisions for disbursement of funds etc.
  • Ensure adaptive conservation planning at the village, CCA and landscape levels
  • Guide effective biodiversity management in the selected landscapes by community-based institutions according to the plans developed
  • Supervise the planning and implementation of livelihood restoration measures
  • Supervise capacity development programme for different stakeholder groups and partners
  • Support in design and implementing funds for conservation-linked village development including development of detailed fund management guidelines
  • Team leading and team management
  • Coordinate with AHT backstopper and KfW
  • Prepare project reports for KfW

Education:
Postgraduate university degree in natural resource management, forestry, conservation biology, ecology, geography or similar

Country / Regional experience:
India (preferably Nagaland), South Asia

Languages:
Proficiency in the English language

Expertise / Profile:

  • Proven track record (own practical implementation experience) in areas such as protected area management, conservation planning, integrated rural development, community development, participation of local communities
  • Work experience as team leader in long-term assignments
  • Proven background in management and financial administration of development projects
  • Several years of practical professional experience in the sector
  • Work experience as Team Leader or long-term expert with German Financial Cooperation (management procedures, reporting, etc.) would be a strong asset
  • Previous work in protected area management in the region would be a strong asset
