Communal development Fogo and Brava

The aim of the project was to upgrade the social and economic conditions on the islands of Fogo and Brava through institutional and infrastructural improvements. The project was implemented in close co-operation with all institutions directly involved in the planning, co-ordination and implementation of development activities, i.e. city councils, representatives of various interest groups, and regional representatives of government services and public institutions.

Communal Development:

  • Support of the project execution organisation GDR (Gabinete de Desenvolvimento Regional) in its planning and coordination tasks: management advice and staff training;
  • Improvement of the services provided by the municipalities (social services, road maintenance, water and electricity supply, solid waste disposal): reorganisation and equipment, advice on financial management, training and human resource development, improvement of customer services;
  • Implementation of a modernisation concept for the municipal authorities including management and development tools.

Strengthening of the Water Supply Services:

  • Consultancy to the local authorities in establishing autonomous and economically sustainable service companies for the water and electricity supply of the islands;
  • Assistance in the amalgamation of the water supply services of the three municipalities to one regional water utility;
  • Support of the water supply utility Aguabrava Lda (in cooperation with the KfW investment component) in operation and management aspects
  • Training of utility staff
  • Organisation of workshops for e.g. tariff setting.
