Environmental Expert (m/f) & Social Expert (m/f) Kumbih-03 Hydro Electric Power Project

The objective of the consultancy services is to assist and support PLN in all relevant fields for the realization and implementation of the Kumbih-03 Hydro Electric Power Project. The new Kumbih three consist of a new medium high concrete dam with a reservoir, intake, diversion and headrace tunnel and a powerhouse. Targeted capacity is 45 MW. Additional measures for access roads, camps (permanent and temporary), transmission and mitigation measures are also part of the project. 

Focus of AHTs services will be on environmental and social safeguards. AHT will deploy an Environmental &Social (E&S) Safeguards Team as part of a larger team of the Project Implementation Consultant (PIC).
AHT is looking for two key experts (m/f) (1 environmental, 1 social) to lead the activities related to environmental and social safeguards. This will be a full-time assignment in stage 1 of the project (at least six months) and will require part time input in later stages of the project.
AHT is also looking for an Occupational Health and Safety Manager (m/f).
In addition, AHT will be recruiting various national experts (m/f) to support the E&S safeguards team in implementing their tasks in the field.

Tasks of the E&S Safeguards Team will include but not be limited to:

  • Establishment of E&S Management and Monitoring Plan
  • Review and update ESIA (Environmental and Social Impact Assessment) , WCD (World Commission on Dams Report), ARAP (Abbreviated Resettlement Action Plan) and ESMP (Environmental and Social Management Plans)
  • Contribute to the update of the Feasibility Study
  • Adhere to the Sustainability Guidelines of April 2016 of KfW
  • Update the environmental and social baselines upstream and downstream of the Kumbih river Eco System (amphibians, reptiles, fish, plants) through review of existing documents and field studies
  • Update figures for land acquisition and the Land Acquisition Plan
  • Contribute to Catchment Management Plan
  • Analyse socio-economic situation and livelihoods (including fishing)
  • Conduct information meetings with the local information
  • Carry out ESIA Process for roads
  • Support ESIA process for associated facility (150 kV transmission line)
  • Elaborate Environmental and Social Performance Reports
  • Execute a fish management and monitoring study
  • Assessment of environmental and social impacts of the power line
  • Environmental impacts of quarries and waste dumps
  • Analysis of land use, potential destruction of different forest types including compensation measures
  • Propose mitigation measures for endangered species
  • Develop Occupational Health and Safety measures
  • Analyse Community Safety Issues
  • Community Expectations Management
  • Develop Grievance Redress Mechanism
  • Support PLN in management and monitoring of the updated ARAP

Postgraduate degree in a relevant field e.g. biology, chemistry, forestry, geography, sociology, social sciences or similar

Country / Regional experience:
Working experience in minimum 3 countries, one of them being Indonesia

English, Bahasa Indonesia would be a strong asset

Expertise / Profile:

  • Several years of working experience in power plant projects
  • Proven experience of application of international environmental & social safeguards (e.g. World Bank, IFC, ADB)
  • Experience in minimum 3 water sector projects of similar nature and complexity

62 months
Stage 1: Update of FS and Environmental and Social Studies (6 months)
Stage 2: Project Preparation (18 months)
Stage 3: Project Implementation (38 months)
