Organisational Development and Management Expert/Team Leader (m/f) Solid Waste Management Sector

The Accompanying Measures Consultant (AMC), financed out of grant funds provided by the German Government (through KfW), will support the Solid Waste Management Company of Georgia (SWMCG) and the municipalities in the 2 regions in organisational and institutional development, financial management, public relation and the implementation of the pilot projects in separation at source for recyclables and composting

The Accompanying Measures Consultant’s activities will provide technical assistance to the municipalities and villages of the project regions with a focus on:

  • Preparation of the specification of the equipment for street sweeping, waste collection and waste transport, and support in the extension and improvement of municipal waste services;
  • Institutional strengthening and capacity building of the SWMCG, the administrations of the cities and municipalities as well as the public service companies in the Project Area;
  • Development and implementation of management information and financial management systems;
  • Support the calculation of gate fees and user fees as well as the development and implementation of a gate fee and tariff system including a tariff collection mechanism that aims at least at operational cost recovery;
  • Support the implementation of the composting and recycling pilot projects;
  • Support the implementation of public relations and awareness raising campaigns;
  • Support the reporting to KfW.

The Expert/Team Leader (m/f) will be responsible for the coordination of the overall program, including the steering of relations to the SWMCG and KfW as well as activities in the municipalities in the 2 regions.

Education:
for Georgia/Caucasus/Asia -
Master degree in:

  • Engineering and/or
  • Economics and/or
  • Social sciences or
  • Related subjects

Country / Regional experience:
Working experience in Georgia/Caucasus/Asia

Languages:
Fluent in English

Expertise / Profile:

for GEORGIA (similar profiles are to be expected for Caucasus and Asia)

  • Several years of working experience (especially for the team leader (m/f)) regarding the required qualifications preferably in the Solid Waste Management sector;
  • Profound experience with organization development and change management preferably in the Solid Waste Management sector;
  • Profound experience as project coordinator (m/f) in complex international development programs/projects;
  • Experience in strategy development and business planning;
  • Regional working experience is an advantage;
  • Excellent interpersonal and communication skills.
